Two Arrested in Randall County Human Trafficking Investigation

Authorities in Randall County have arrested two people following an in-depth human trafficking investigation that targeted three massage parlors suspected of operating as fronts for illegal activity.

According to the Texas Department of Public Safety, the operation was the result of a joint effort involving Homeland Security Investigations and the Texas Department of Licensing and Regulation. Investigators focused on uncovering businesses that, while appearing legitimate, were allegedly engaged in prostitution and exploitation.

The two individuals taken into custody were identified as Zhi Zhi Luna, 60, and Zhen Li Parr, 56, both residents of Amarillo. Officials reported that Luna was charged with aggravated promotion of prostitution, while Parr faced a charge of promotion of prostitution. After their arrest, both were booked into the Randall County Jail.

“This investigation focused on identifying and disrupting operations tied to human trafficking and the commercial sex trade activities often operating under the guise of legitimate businesses,” said officials with the Texas Department of Public Safety.

Law enforcement did not provide additional details about the specific locations of the massage parlors or how long the establishments had been under surveillance. However, authorities emphasized that businesses like these can sometimes be used to exploit vulnerable individuals while appearing to comply with local regulations.

The case also highlights how multiple agencies often work together to address human trafficking in Texas communities. Homeland Security Investigations, a division of the United States Department of Homeland Security, frequently collaborates with state and local agencies to identify trafficking networks and assist victims. The Texas Department of Licensing and Regulation plays a role in monitoring the licensing and compliance of businesses like massage parlors, which can be misused for illegal purposes.

Luna and Parr remain in custody pending further legal proceedings. Officials said the investigation is ongoing and may result in additional charges or arrests as evidence is reviewed.
