These agreements, commonly associated with the previous Democratic administration, have been criticized by conservatives for undermining local law enforcement autonomy. The decision prompted strong reactions from civil liberties groups, including the American Civil Liberties Union (ACLU), though some cities plan to implement voluntary reforms. In Louisville, for example, local leaders have introduced a “People’s Consent Decree” to continue community oversight.

At the same time, critics argue the administration is politicising the DOJ by initiating investigations into high-profile Democratic figures. Legal scholars have warned that such actions could weaken the traditional independence of the department.
