Texas House Democrats have left the state and regrouped in Illinois to block a Republican-driven redistricting proposal that could shift up to five congressional seats into GOP control ahead of the 2026 midterm elections. Their coordinated departure denies the Texas Legislature the quorum required to pass the map and has stalled proceedings during a special session called by Governor Greg Abbott.

In response, Abbott has authorized civil arrest warrants and threatened daily fines of $500 for each absent lawmaker. The governor maintains that Republican legislators are operating within their authority to redraw congressional boundaries and accuses Democrats of abandoning their duties.
